Why does this congress not want to save millions of Americans?

According to Al Gore, Global Warming will cause the Oceans to rise and in 10 years most of our coastal areas will no longer exist. Why has congress not made the production of any amount of Co2 a criminal act. We continue to add fuel to the fire everyday. They took this same stance with narcotics back in 1915, why not an any and all production of Co2.Could it be that it's not as harmful as Al Gore says it is? I mean Man Made Global Warming is real right?
